Report from Westerfield Parish Council Meeting
Held on 22nd January 2008
Apologies were received from A. Banks – all other parish Councillors were present. Also present were County Councillor P Bellfield and PC D Wheddon.
The minutes of the meeting held on 28th November 2007 were confirmed and accepted.
It was noted that approval of Unitary Status for Ipswich has been withdrawn.
Councillor Bellfield told the meeting that status quo would carry on for now but there maybe a possibility of changes in boundaries in the future. The Policy Development Panel is continuing to look at the effects of HGV vehicles in rural villages.
Pc Wheddon informed the meeting about recent speed checks and various other crimes committed in the village.
A VAT refund application has now been sent off and completion of the audit for 2006/7 has now been returned and notices displayed.
The budget for 2008/9 was discussed in detail with just insurance costs to be confirmed before submitting the precept application. Although expenditure is likely to increase there will be a refund of VAT and this was reflected in the precept calculation.
Planning Application No. C08/0025 – Beestons Farm, Sandy Lane, Westerfield, Sufolk. IP6 9AP – Erection of outbuilding received no objections from the Council.
Planning Application No. C07/2061 – The Manor, Westerfield has now been withdrawn.
An enforcement order has now been served in respect of change of use of land at the Mount.
Since the clerk has used the complaints procedure at SCC better communication appears to be taking place in respect of street lighting and highways issues. The clerk is to write to SCC to ask if any weight/size restriction for HGV vehicles is possible for Lower Road and perhaps Church Lane/Moss Lane areas.
Updated standing orders were adopted by the Council.
Westerfield are hoping to be part of Suffolk Coastal District Council’s “How green is our village”.
The litter pick has a provisional date of 12th April 2008 – to be confirmed.
It is likely that a special meeting will take place in March to discuss the local emergency plan for Westerfield.
The council is to send a letter to Ipswich Borough Council in respect of development of the Northern Fringe to indicate opposition to any large scale development adjacent to Westerfield and to support the retention of the green ring between Ipswich and surrounding villages.
